This document presents a five-level hierarchical framework developed by Morgan State University's Office of Research Administration (ORA) to bring rigor, consistency, and transparency to HERD R&D classification. The framework — built around a hierarchy of evidence that begins with the Notice of Award (NOA) and progresses through Funding Opportunity Announcements (FOA), federal program catalog numbers, internal supporting documentation, and institutional records — provides all research staff with a clear, step-by-step process for making and defending R&D classification decisions.

The framework was developed and validated through a comprehensive review of active and recently closed sponsored awards at Morgan State University. It also draws on NSF HERD Survey guidelines, the Frascati Manual published by the Organisation for Economic Co-operation and Development (OECD), federal program classification numbers (ALN/CFDA), and Morgan State's own PI Handbook (Part 5: Policies and Guidelines) as foundational sources.

The end product is a replicable institutional tool — one that Morgan State can apply consistently year over year, and one that peer HBCU institutions and broader research administration offices can adapt for their own portfolios.

1. Introduction

1.1 Background and Context

This guide was developed at Morgan State University and reflects classification challenges common to research-active institutions. Morgan State participates in the NSF HERD Survey annually to report its research and development (R&D) expenditures. These reported figures have direct implications for federal funding allocations, institutional rankings, and the university's standing within the broader research enterprise.

The HERD Survey requires institutions to categorize their sponsored activity as R&D or non-R&D across three activity types: Basic Research, Applied Research, and Experimental Development. While NSF provides definitional guidance, the actual classification of individual awards is left to the discretion of each institution — different institutions place this responsibility in different offices.

In undertaking a systematic review of the HERD grant listing provided by Morgan State's Office of Research Administration (ORA), the review revealed inconsistencies between the existing classification and what could be supported by documentary evidence at the award level: some grants classified as R&D lacked any supporting documentation to confirm research activity, while others classified as non-R&D appeared — based on their funding source, purpose, and structure — to meet the NSF definition of R&D.

This gap between classification and evidence motivated the development of a formal, document-based determination framework. The goal was not to simply reclassify awards, but to establish a transparent, consistent, and defensible methodology that Morgan State can apply going forward.

1.2 Purpose

2. Defining R&D: The Regulatory Foundation

2.1 The NSF HERD Survey Definition

The NSF HERD Survey follows the definitions established in the Frascati Manual (OECD, 2015), the internationally recognized standard for measuring R&D produced by the Organisation for Economic Co-operation and Development (OECD). Under this framework, Research and Development (R&D) is defined as:

"Creative and systematic work undertaken to increase the stock of knowledge — including knowledge of humankind, culture, and society — and to devise new applications of available knowledge."

NSF operationalizes this for higher education through three activity types:

  • Basic Research — pursuing new knowledge with no specific application in mind.

To qualify as R&D, an activity must be: novel, in that it seeks knowledge or outcomes not already available; creative, in that it involves original concepts and hypotheses; uncertain in outcome; systematic, in that it follows a planned methodology; and transferable or reproducible, in that its results can be communicated and validated.

The key test is whether the award funds the generation of new knowledge. This distinguishes R&D from education, training, service delivery, technical assistance, and infrastructure support — all of which may be valuable activities funded through sponsored awards but are not, by definition, R&D.

2.2 What Is NOT R&D

The following categories of sponsored activity are generally not classified as R&D, even when funded by federal agencies known primarily for research funding:

  • Workforce development and training programs, including STEM education pipelines, apprenticeships, and pre-college outreach;
  • Service delivery contracts, including public health program delivery, transportation services, and social services coordination;
  • Equipment and infrastructure grants, unless the equipment acquisition directly enables and is integral to a research project;
  • Educational curriculum development, unless the project itself is studying the educational intervention as a research object;
  • Institutional capacity-building — general operational or administrative grants without a defined research objective; and
  • Conference and dissemination grants, unless the conference includes substantive research presentations and is classified as such by the funding agency (e.g., NSF conference grants).

A common challenge is that many grants blend activities — a project may include both research components and training or service components. In such cases, the primary purpose of the award, as stated in the NOA and funding opportunity, governs classification.

2.3 The Morgan State University Institutional Definition

As a reminder, research and development (R&D) is creative and systematic work undertaken to increase the stock of knowledge and to devise new applications of that knowledge (Frascati Manual, OECD, 2015). Morgan State's own institutional policy reinforces this definition.

Morgan State University's PI Handbook (Part 5, Definition D under the Conflicts of Interest policy) defines "research or development" as:

"Basic or applied research or development, and includes the development or marketing of university-owned technology, the acquisition of services of an official or employee by an entity for research and development purposes, or participation in State economic development programs."

This institutional definition is consistent with NSF and Frascati standards and further anchors the classification framework within existing Morgan State policy. Importantly, it extends to technology development and state economic development programs, reflecting the full breadth of sponsored activity that may constitute R&D at Morgan State.

3. Why R&D Classification Matters

3.1 Institutional Metrics

Federal Funding Eligibility and Allocations

The National Institutes of Health (NIH), the National Science Foundation (NSF), and other federal agencies use HERD data in their program allocation models. Institutions that report higher R&D expenditures can access broader pools of funding, including certain set-aside programs and capacity-building grants — some specifically designed for institutions with demonstrated research infrastructure, and others, such as NSF's GRANTED program, designed for institutions demonstrating that they do not yet have that infrastructure.

Institutional Rankings and Visibility

HERD data feeds directly into national research rankings, including NSF's own R&D expenditure rankings and Carnegie Classification® criteria for research universities. For Morgan State, maintaining and improving its Carnegie classification depends in part on accurately capturing and reporting the full scope of R&D activity across the institution.

Facilities and Administrative (F&A) Cost Recovery

R&D expenditure is a critical input in the calculation of Facilities and Administrative (F&A) cost rates. Misclassifying R&D activity as non-R&D can reduce the base on which F&A costs are calculated and recovered, directly affecting the institution's ability to cover research infrastructure costs.

Peer Benchmarking and Competitive Positioning

HERD data enables Morgan State to benchmark itself against peer institutions. Inaccurate reporting — in either direction — distorts the institution's competitive picture and can affect strategic planning, grant-seeking, and partnership development.

3.2 The HBCU and MSI Context

Historically Black Colleges and Universities (HBCUs) and Minority-Serving Institutions (MSIs) often receive a significant proportion of their sponsored funding through community-engaged, service-oriented, and education-focused programs — many funded by agencies that also fund research, creating classification ambiguity. At the same time, these institutions are increasingly active in applied research, STEM workforce development research, and community-based participatory research, all of which may qualify as R&D under the appropriate standards. Building a robust, evidence-based classification framework helps ensure that legitimate R&D activity at Morgan State is captured, counted, and credited.

4. The Five-Level Classification Framework

The strongest evidence for whether a sponsored award constitutes R&D activity is the award document itself. When the award is clear, classification begins and ends there. When it isn't, the reviewer works systematically down the hierarchy until a supported determination can be made. This approach is efficient — reviewers stop at the first level that gives a conclusive answer — and defensible — every classification is traceable to a named source that can be produced under audit.

A grant classified at Level 1 has the strongest evidence base; Level 5 has the weakest — not because the classification is wrong, but because the documentation is more indirect. The goal over time is to move grants from Level 5 toward Level 1 and Level 2 as documentation is gathered and filed.

4.1 Level 1 — Notice of Award (NOA)

The NOA is the official document issued by the funding agency that formally grants the award, including the project title, period of performance, award amount, and a statement of the project's purpose. Under Uniform Guidance (2 CFR Part 200), a federal NOA is required to include the applicable ALN/CFDA number — and federal agencies are required to directly answer the question "Is this award R&D?" on the NOA itself. NSF, NIH, and NASA notices all include this direct indication, and it is the strongest, most compelling evidence available.

How to apply it: Look first for a direct R&D indicator. Only if none is present should a reviewer read the NOA's purpose language for research-type terms (research, hypothesis, data collection, findings) versus service/training/infrastructure language.

R&D: An NIH Career Transition Award. The NOA directly indicates the award is R&D, funding structured, hypothesis-driven research training. Classified R&D — Basic Research.
Not R&D: A state equipment grant. No direct R&D indicator; award language describes a security-infrastructure purchase with no research objective. Classified Not R&D.

4.2 Level 2 — Funding Opportunity Announcement (FOA / RFA)

The FOA (NIH: Request for Applications/RFA or Request for Proposals/RFP; NSF and DOE: Funding Opportunity Announcement) is the public solicitation defining the sponsor's research intent before any award is made. The FOA number is usually in the NOA or award file, and can be retrieved from NSF.gov, grants.gov, or the NIH Guide to Grants and Contracts.

R&D: An NIH training-and-research program. The NOA is inconclusive; the FOA's stated goals include generating new scientific knowledge with a required research design. Classified R&D — Applied Research.

4.3 Level 3 — ALN / CFDA Number

The Assistance Listings Number (ALN, formerly CFDA — Catalog of Federal Domestic Assistance) is a five-digit federal program identifier, searchable at sam.gov/fal. NSF's 47.xxx programs are legislatively defined as R&D; NIH's 93.xxx programs need case-by-case review; DOD's (Department of Defense) 12.xxx programs are largely research-oriented; DHHS's (Department of Health and Human Services) 93.5xx–93.6xx programs tend toward service delivery.

Limitation: program descriptions are written at the program level and may not reflect every individual award funded under them — which is why ALN/CFDA sits below award-level documentation (Levels 1–2) in the hierarchy.

4.4 Level 4 — Supporting Documentation

When federal-level sources are inconclusive, internal documents can establish the basis for classification: the Internal Routing Form (IRF), Letter of Intent (LOI), full proposal narrative, Statement of Work (SOW), or a written PI statement. On the IRF, look first at whether "Research & Development" (versus Instruction/Training) is checked — that direct declaration, plus a stated research character and narrative support, governs the classification.

R&D: A community health research award where the NOA and FOA are inconclusive. The proposal shows community-based research with systematic data collection and an intent to publish. Classified Applied Research.

4.5 Level 5 — Institutional Record

Records from the Office of Research Funds Accounting, the annual HERD listing, and Restricted Fund Account designations — used only when no stronger documentation is accessible. On a first-pass review, Level 5 will likely account for a large share of the list; that's expected. Label it accurately and treat it as a prioritized list for gathering stronger documentation ahead of the next reporting cycle.

5. The Determination Process

Review the Notice of Award first. If conclusive, document the classification and evidence level. If not, proceed to the FOA, then the ALN/CFDA listing, then supporting documentation, and finally the institutional record — stopping at the first level that gives a clear, defensible answer.

Handling Disagreements

When ORA's classification differs from the previously chosen HERD listing: document the disagreement and the basis for ORA's determination; review who made the original classification and on what basis; where ORA's review has stronger evidence, ORA's classification stands; and where the disagreement is material, escalate to the Director of the Office of Research Administration, or other appropriate leadership, for a final, updated determination. The better-documented classification is what gets recorded for HERD submission.

6. NSF HERD Survey Requirements

The HERD Survey is run annually through NSF's National Center for Science and Engineering Statistics (NCSES). Participation is mandatory for institutions expending at least $150,000 in separately budgeted R&D in the prior fiscal year — effectively mandatory for Morgan State. The survey collects expenditures by field of research, funding source, activity type (Basic/Applied/Experimental Development), and department.

Under the "separately budgeted" standard, only R&D that is separately accounted for counts. Most sponsored awards are cleanly one or the other; for the rare award funding both research and service delivery, the research portion should be estimated.

7. What Other Institutions Are Doing

Most research-intensive institutions — not only HBCUs and MSIs — lack procedural documentation like this for HERD classification. Common shortcuts include sponsor-based classification (all NSF/NIH awards = R&D, blanket), PI self-classification with no independent check, or historical carry-forward without review. Each is fast, and each is prone to error in both directions.

NCURA (National Council of University Research Administrators), AURA (Association of University Research Administrators), and SRAI (Society of Research Administrators International) have all published guidance favoring award-level documentation over these shortcuts. This framework — a five-level hierarchy tied to named, retrievable documents — is a concrete methodology in that spirit, and one Morgan State is positioned to share through those channels.

8. Examples

Examples below are anonymized and marked "(Example)" — real award documents contain PI names and financial identifiers that shouldn't be published. Where a real, named award would make a stronger case, ORA can substitute one internally with the PI's permission; this public version keeps illustrative examples throughout.

Research Centers in Minority Institutions (RCMI) is an NIH program that, by its own program definition, funds research infrastructure — so an award's RCMI designation is itself strong Level 3 evidence, even before reviewing the NOA or FOA.

8.3 Borderline Cases

Program Evaluation Grants: Not R&D unless the evaluation itself is designed to produce generalizable, published knowledge. Community-Based Research: may qualify as Applied Research where the design is systematic and generalizable, including RCMI awards. Conference Grants: NSF conference grants are generally R&D by NSF's own classification, and not R&D otherwise unless a specific FOA says so; conference grants from other agencies need FOA-level review.

9. Best Practices

  • Always start with the NOA, and look first for a direct R&D indicator before reading into its language.
  • File NOAs electronically in a standardized location, accessible during HERD review.
  • Document every determination — even an obvious one — with its basis.
  • Don't assume based on agency alone: NIH funds training, NSF funds education, DOD funds services.
  • Flag borderline awards early and start a Level 2–4 review before the HERD cycle, not during it.
  • Keep the classification file living — revisit it when an award's scope changes.

10. Conclusion

The challenge of R&D classification for HERD reporting is not unique to any single institution. This framework addresses it directly, anchoring every decision in a specific, retrievable document rather than institutional memory or agency-based assumption. Looking ahead, the goal is to embed this framework into Morgan State's standard award setup workflow, so classification happens at the start of an award's life, not the end.
